Mission Statement of Scouting
- When it was adopted: In July 1999.
- Where it was adopted: In the World Scout Conference meeting in Durban.
- Who adopted: World Organisation of the Scout Movement (WOSM) on the development of a Strategy for Scouting.
- Basis of Statement: WOSM’s Constitution intended to reaffirm Scouting’s role in today’s world.
- What it is: “The mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society”.
- How to achieve:
- By involving Young People throughout their formative years in a non-formal education process.
- By using specific method that makes each individual the principal agent in his or her development as self-reliant, supportive, responsible and committed person.
- By assisting them to establish a value system based upon spiritual, social and personal principles as expressed in the Promise and Law.
- The following text provides short detail of some of the key words in the mission statement. These details compose of the structure for Scouting’s educational approach described in the three bullet points of the mission statement.

- The Scouting’s mission statement is based on the fundamentals of the Movement viz. definition, purpose, principles and method and provides assistance:
- To the young people for better education. Education is a life-long process which helps to unfold person’s potential throughout life.
- To Young People value system based on Scout Promise and Law. Scouting is based on a value system and is expressed in the principles of the Movement viz. duty to God, duty to others and duty to self.
- To Young People to build a better world in the society by improving the character through the development of better education to the young people.
- To Young People to be self-fulfilled, happy, active and useful citizen, a person of good character, be able to make his own decisions and manage his or her life, actively cares about and for others, keep commitments and complete what he or she undertakes, seeks to live according to his or her values and supports.
To Young People to play constructive role in society through education, which will include the development of awareness and concern for others, the sense of belonging to community and being part of its history and evolution. This implies learning to live with other as an active member of one’s local, national and international communities
